Ipas is an international non-governmental organization (INGO) that works to assist the Government of Pakistan in achieving the country’s commitment towards the Sustainable Development Goal 3 (good health and wellbeing). Founded in 1973, Ipas is a pioneering global organization that developed the manual vacuum aspirator technology for safe uterine evacuation, which is endorsed by the World Health Organization and by various countries, including Pakistan. In Pakistan, Ipas seeks to support the government and development partners’ efforts to reduce maternal mortality and morbidity associated with complications due to unsafe practices. It collaborates with provincial governments to provide technical assistance and support for strengthening the public and private healthcare system.
Pakistan was ranked as the most vulnerable country to climate change in 2022, followed by Belize and Italy, according to data in the Climate Risk Index (CRI) for 2025 report released by European think-tank Germanwatch. Ipas will be launching a new project to expand SRH services in climate-induced humanitarian emergencies in Pakistan.
Ipas Pakistan is seeking the services of expert local partner organizations to achieve the following components of the project:
- To support the meaningful integration of postabortion care (PAC) services (including medical abortion and/or manual vacuum aspiration) and modern contraceptives (including short-term and/or long-term methods) in local organisations’ ongoing SRH programs in hard-to-reach, climate-affected areas, including the coastal belt and desert regions.
- To enhance local (applicant) organizations’ capacity to provide PAC and family planning (FP) services to climate-affected populations.
- To support local communities to address myths and misconceptions affecting uptake of modern contraception and/or PAC services.
Ipas invites organizations with innovative ideas and strategies that integrate Safe uterine evacuation (SUE) into routine programming for climate-induced, disaster-affected communities, ensuring continuity of care, resilience, and rights-based access to services, to submit a response to the RFA.
Please review the attached RFA document for detailed information about this opportunity. Interested organizations must submit their applications through this Portal no later than 5:00 PM (Pakistan Time) on January 20, 2026.
All questions related to this RFA must be submitted through the same Portal no later than 2:00 PM (Pakistan Time) on January 12, 2026.
