TERMS OF REFERENCE – Restricted Tender for Recruitment Agency – Maputo

Reports to: Program Support Director (Ipas US) and Senior Staff (Ipas Mozambique)

Ipas Mozambique is a non-governmental, non-profit organization, operating in Mozambique since 2018, with headquarters in Maputo and provincial offices in Nampula, Zambezia, Niassa, and Cabo Delgado.  Ipas works in partnership with government, NGOs, and community-based partners to strengthen Sexual and Reproductive Health and Rights, including awareness and access to contraception, safe abortion services, and gender-based violence care. Ipas Mozambique is a member of the global Ipas Impact Network and operates as a branch office of Ipas US.

Ipas Mozambique, a non-governmental and non-profit organization, is pleased to invite your esteemed company to participate in a restricted tender for the hiring of recruitment services. The objective is to select a qualified agency to lead the recruitment process for a Country Director for our operation in Mozambique.

To be considered in this tender, suppliers must submit the following mandatory documents, as specified in the ToR:

  • Cover Letter / Expression of Interest
  • Detailed organizational profile, including legal registration and tax compliance documentation
  • List of similar projects from the last five years, with a brief description of the results
  • Technical proposal, detailing the approach and methodology to be used
  • Detailed financial proposal, including fees and applicable taxes
  • Three (3) Letters of Recommendation from Clients
  • Resumes of the principal consultants assigned to the project, highlighting relevant experience

All documents must be submitted in PDF format through the designated platform, no later than Monday, September 22, 2025, at 11:00 AM (Maputo time). Proposals submitted after this deadline or through other channels will not be accepted.

The evaluation of proposals will be based on the following criteria, with the respective weightings:

  • The agency’s proven experience in recruitment for INGOs and the development sector (30%)
  • Qualifications and experience of the proposed technical team (20%)
  • Clarity and adequacy of the technical proposal (25%)
  • Financial proposal (cost structure) (25%)
