Ipas Mozambique is a non-governmental, non-profit organization that has been operating in the country since 2017, with its head office in Maputo and provincial offices in Nampula, Zambézia, Niassa, and Cabo Delgado. In partnership with the Ministry of Health, it implements activities aimed at expanding access to sexual and reproductive health services, safe abortion, and care for gender-based violence (GBV). This is achieved through improving the service access environment, strengthening health systems, generating and disseminating new knowledge, and reinforcing social support networks for women and girls of reproductive age.
As part of its ongoing efforts to strengthen financial management and ensure compliance with donor and national requirements, Ipas seeks to recruit a Senior Accountant to ensure accuracy and integrity in financial records, enhance reconciliation processes, and ensure compliance with internal policies, national regulations, and donor expectations. This position will play a vital role in reporting, audit support, and close collaboration with both finance and program teams.
DUTIES AND RESPONSIBILITIES |
Based in Maputo or Nampula and reporting to the Finance Manager, the Senior Accountant will work closely with the Finance Team to ensure strong financial management, timely and accurate payments, effective reconciliations, and donor-compliant reporting. The consultant will perform the following duties and responsibilities:
Financial Operations
- Manage assigned accounts payable processes to ensure timely payments to suppliers and staff.
- Review payment packages for completeness, accuracy, and compliance with donor and organizational policies.
- Monitor outstanding payables, advances and prepaids and prepare weekly updates.
- Assist with cash-flow planning to align with budget and donor funding.
- Contribute to implementing best practices to reduce payment delays and improve efficiency.
General Ledger & Reconciliations
- Perform and review monthly reconciliations of trial balance accounts, including advances, payables, receivables, and validate balances against posted expenses.
- Investigate, resolve, and document variances in collaboration with other Finance staff.
- Support the Finance team in ensuring all reconciliations are completed on time and in line with reporting and month end close deadlines.
- Review subgrantees supporting documentation for advance liquidations.
Financial Reporting & Data Quality
- Guarantee the accuracy, completeness, and timeliness of financial data entered into the finance system.
- Support preparation of monthly, quarterly, and annual financial reports for internal use and donor submissions.
- Ensure correct expense coding, donor allocations, and supporting documentation, in collaboration with other Finance staff.
Audit & Compliance
- Ensure the preparation of accurate schedules, reconciliations and documentation for external and donor audits.
- Support the tracking of audit findings to ensure corrective actions are implemented and documented.

EXPECTED RESULTS & DELIVERABLES |
The Consult will submit a monthly report of work and invoice, which will be reviewed and approved based on the following deliverables:
- 100% of trial balance accounts are reconciled monthly and submitted before reporting deadlines.
- At least 90% Payments to suppliers and staff processed within established timelines.
- Financial reports submitted with no major errors and no donor rejections/disallowed costs.
- Monthly financial close completed on time

- QUALIFICATIONS AND EXPERIENCE REQUIRED

Education and Experience
- Bachelor’s degree in accounting, Finance, or related field; CPA or equivalent certification preferred.
- Minimum 7 years of progressive experience in accounting, preferably with international NGOs or donor-funded projects.
- Strong knowledge of Mozambican accounting, financial, tax and labour compliance regulations.
- Demonstrated experience in donor reporting and supporting external audits (SIDA, GAC or similar donors preferred.
- Advanced proficiency in accounting software (e.g., Workday, SAP, or similar ERP systems) and Excel.
