RFP for Ipas External Evaluation on Monsoon Flood Response, 2025

Ipas is an international non-government organization (INGO) that works to assist the Government of
Pakistan in achieving the country’s commitment towards Sustainable Development Goal 3 (good health
and well-being). It seeks to reduce maternal mortality associated with complications due to unsafe
practices. We collaborate with the provincial government to provide technical assistance and support
for strengthening the public and private healthcare system. We improve the provision of maternal
healthcare services based on nationally approved guidelines and recommended technologies such as
uterine evacuation and healthy spacing methods. We help to upgrade government-run hospitals and
medical facilities by providing need-based equipment, supplies, and training to health care
practitioners.
2. Background on Evaluation
Since late June 2025, heavy monsoon rains have caused severe flooding, cloudbursts, and landslides
across Pakistan, causing deaths, injuries, and displacement in the affected areas. Prolonged rains until
mid-September heightened risks for married women and girls of reproductive age, whose reproductive
health (RH) needs, guided by the Minimum Initial Services Package (MISP), often remain unmet in crises.
Disrupted facilities, mobility constraints, and cultural barriers increase the likelihood of maternal
mortality and morbidity.
Ipas, in collaboration with the National Disaster Management Authority (NDMA)/Provincial Disaster
Management Authority (PDMA) and the provincial department of health, has initiated its emergency
response in flood-affected areas, through its implementing partner, with a focus on addressing unmet
needs of the flood-affected population with respect to health, including reproductive health services.

The project interventions have been informed by a Rapid Needs Assessment (RNA) conducted by the
implementing partner with Ipas support to evaluate pre-disaster and current levels of access to primary
healthcare and RH services, particularly deliveries, PAC, and FP. The primary activities in this project
were the mobile medical camps set up to extend FP and RH services to the affected people. These camps
have been set up in coordination with key district government departments/officials to avoid duplication
of efforts. The locations of camps were selected based on the criteria of ensuring accessible, private,
and safe spaces for the affected populations. The implementing partner has engaged communities to
create awareness around health issues and strengthen referrals for those seeking care. Coordination
with stakeholders to complement ongoing relief efforts while filling critical gaps in health services
continued throughout the project delivery phase.
Ipas is seeking a firm to conduct a real-time evaluation for this ongoing project, which began on
September 8th, 2025.
