RFP-Animated Video on GBV

Ipas Nepal invites qualified firm/company to submit proposal to develop an animated video on gender-based violence and its prevention not later than 26 November 2025. Developed video will be integrated into GBV e-portal of National Health Training Center (NHTC).

Ipas works globally with a vision that every woman and girl has the right and ability to determine her own sexuality and reproductive health. Our programs use a multifaceted approach that addresses reproductive health services, access to services, and fulfillment of reproductive rights.

As part of the broader reproductive justice movement, Ipas is working to ensure that abortion and contraceptive care are essential health services and that all people can access them. We seek to expand the availability, quality and sustainability of abortion and related reproductive health services, as well as improve the enabling environment for the services.

Ipas Nepal’s program intervention prioritizes intersectional partnerships that integrates into the broader gender equality and social justice, including gender-based violence prevention and response, and women-led climate justice.

To reduce barriers, minimize absenteeism from in-person trainings, and improve access to learning for health service providers and managers, Ipas Nepal, in close collaboration with the National Health Training Center (NHTC), has developed a national e-training platform. This digital learning portal marks a significant milestone in the Government of Nepal’s move towards digitizing its national health training systems. As part of this initiative, Ipas Nepal plans to produce a high-quality animated video on GBV for the NHTC GBV Portal. This video will play a key role in enhancing provider understanding, enhancing survivor-centered care, and strengthening the national digital ecosystem for GBV learning and response.

Objective

  • Develop a five-minute animated video on Gender-Based Violence (GBV) for integration into the NHTC GBV e-training portal.

Scope of Work and Responsibilities

  1. Storyboarding and Visual Planning:
    1. Create a storyboard detailing the scenes, visuals, dialogues, and graphics based on the script provided by Ipas Nepal.
    2. Ensure cultural relevance, gender sensitivity, and inclusivity.

 

  1. Audio and Video Production:
  2. High-quality 2D animation/motion graphics to visualize narrative-based content that is inclusive, accurate, and accessible.
  3. All background scores, transition music, and soundtracks must be copyright-free, royalty-free (Properly Licensed)
  4. Use local settings (e.g., rural areas, mountainous regions, Terai communities).
  5. Include diverse representation (age, caste/ethnicity, gender identity).
  6. Include high-quality voice-over.

 

  1. Technical Specifications include:
  2. Video length: 5 minutes
  3. Format: MP4 (main), vertical version for social media
  4. Resolution: Minimum 1080p Full HD
  5. Subtitles in English and Nepali

 

  1. Animation Style includes:
  2. 2D animation and simple motion graphics
  3. Soft, inclusive visual style reflecting diverse Nepali identities
  4. Culturally appropriate elements (attire, environment, expressions)
  5. Characters representing different genders, regions, and backgrounds

 

  1. Editing and Post-Production:
  2. Professional editing with background music, voiceovers, and subtitles.
  3. Include infographics or animated elements to simplify complex ideas.
  4. Submit all project files, including editable files, final videos (standard and compressed versions), raw assets, and other materials upon completion of the assignment.

 Branding and Ethical Communication Standards

The animated video must adhere to Ipas Nepal’s branding guidelines to ensure consistency and coherence across all communication materials. Additionally, the production process and content must comply with the Ipas Code of Conduct for Ethical Communications.

Required Qualifications

The consultant/firm should have the following qualifications:

  • Proven experience in animated video making, especially around SRHR, Gender, GBV
  • Strong visual storytelling skills and cultural sensitivity
  • Ability to deliver high-quality work within tight timeframes
  • Experience with sound mixing, subtitling, and editing tools
  • Excellent diction in Nepali is preferred

Key deliverable:

  1. Raw footage and animation file
  2. Finalized animated video
  3. Compressed versions for social media (Instagram, Facebook).

Timeline:

The consultancy period will be 15 days.
