Instructions to Offerors
- Offer Deadline: Offers must be received no later than 5:00 PM on April 25, 2024, by applying through Ipas procurement portal, mentioning office contact details (office address, landline number and email address, and office/company website if any).
- Scope of Work: Section 9 contains the scope of work.
- Negotiations: Best- proposals are requested. It is anticipated that awards will be made solely based on these original proposals; however, Ipas reserves the right to conduct negotiations and/or request clarifications prior to awarding a contract.
- Evaluation and Award: The award will be made to a responsible offers whose offer follows the RFP instructions, meets the technical specifications and requirements, and is judged to be the most advantageous in terms of lowest cost.
- Terms and Conditions: Issuance of this RFP does not in any way obligate Ipas-Pakistan to award a contract order, nor does it commit Ipas – Pakistan to pay for costs incurred in the preparation and submission of a proposal. Any resultant award or lease will be governed by these terms and conditions.
- Partner Eligibility Criteria: Clinical partner must be SRHR expert and specialized in Postabortion care and contraception.
- Technical Specifications: The technical application will have more significant importance than cost application in the selection of a successful applicant. It should demonstrate the applicant’s capabilities and expertise with respect to achieving the goals of this proposal. Therefore, it should be specific, complete, and presented concisely. The suggested outline for the technical application is: a) Cover Page A single page with the following details:
- RFP number
- The name of the firm law/regulation under which it is registered with Government of Pakistan, date of such registration and corporate website link, if any.
- Contact person for the prime applicant, including individual’s name (both typed and his/her signature), title or position with the organization/institution, postal/ office address, landline and mobile telephone, fax numbers and e-mail address.
- Details of a primary bank account with account number, bank name and branch number will also be required to establish banking experience. b) Institutional Capacity & Technical Approach The technical approach must demonstrate an in depth understanding of expertise in in the required field of with the proof of successful past experiences, particularly in Pakistan. Applicants must demonstrate technical and managerial expertise that would directly benefit implementation and include the following:
- Proposal stating understanding about the SOW, sharing relevant details including past relevant experience (summarized information is required)
- Complete details of consultant/s
- CVs of the staff will be engaged for the assignment. c) Financial Proposal: Financial proposal must be submitted as per Statement of Work mentioned in Section 9.
8. Evaluation Criteria for Scope of Work: The various functional elements of the technical criteria are assigned weighted scores, so that the applicant will know which areas require emphasis in the preparation of applications. The relative importance of each criterion is indicated by the number of points assigned.
Overall evaluation shall be carried out based on weighted average methodology wherein technical evaluation will carry 70% and financial evaluation will carry 30% weightage.

9. STATEMENT OF WORK
Introduction/Background: Ipas is an international non-governmental organization (INGO) which works to assist the Government of Pakistan in achieving the country’s commitment towards the Sustainable Development Goal 3 (good health and well-being). Since 2007, Ipas is working in Pakistan, it seeks to reduce maternal mortality and morbidity associated with complications due to unsafe practices.
Ipas Pakistan aims to strengthen the capacity of health systems by strengthening the health workforce capabilities through task shifting and sharing of midwives / LHVs on the provision of safe postabortion care and comprehensive contraceptive services to enhance coverage of safe service provision at all levels of the public health care system. For this purpose, Ipas Pakistan plans to conduct women-centered postabortion care (WC-PAC) clinical trainings of public and private sector healthcare providers on the provision of high-quality PAC services including PAFP.
9.1 Period of Performance: 6th May – 31st July 2024
9.2 Place of performance: Sindh (Hyderabad, Jamshoro and Dadu)

9.4 Statement of work:
a. To conduct two comprehensive clinical trainings (3-day/5-day) on Women Centered Post Abortion Care (WC-PAC) according to Ipas guidelines and training agenda.
b. One Lead Trainer and two co-lead trainers (All Trainers must be Ipas trained and certified) will develop the agenda of the clinical trainings for WC-PAC in consultation with Ipas Pakistan aligned with VCAT and PAC/PAFP guidelines and finalize training content and presentations. All trainers will be present on-site for the training.
c. Develop training presentation derived from Ipas up-to-date training material and aligned with clinical updates in reproductive health. (CURHs 2023) Ipas branding guidelines will be followed in all the training materials and presentations.
d. Lead and monitor the mannequin practice of MVA and implant insertion with participants of the clinical training and removal with Ipas checklists implementation. The lead trainer will evaluate the participants’ clinical skills through the Ipas clinical evaluation checklist.
e. Live cases demonstration for MVA and implant insertion.
f. Ensure implementation of the Ipas clinical training agenda in letter and spirit.
g. Timely coordination with the Ipas team and intimation of any operational challenges faced throughout the training.
h. Develop and conduct pre and post-training tests and the lead trainer will share the training reports for both trainings.
i. All pre and post-tests and feedback forms will be handed over to the Ipas team for record purposes.
Reporting Process:
- Submit the Activity Completion Report within 15 working days after completion of the activity.
- Activity Financial Report with complete expense ledgers, bank statement, and Reconciled Bank Statement.
- The Financial report should be linked with expense ledgers and reconciled with ledgers.
- Payment evidence supporting documents are also shared with Ipas.

Payment schedule:
First payment | 50 % of total after completion of 1st clinical training. |
