Development of Post-Abortion Care (PAC) Guideline, Training Package, and Service Register consultancy.

Introduction/Background:

Post-Abortion Care (PAC) remains a vital component of reproductive health services in Somalia, where maternal mortality continues to be high due to preventable causes, including complications from unsafe abortion and limited access to timely, quality reproductive health services.

The Federal Ministry of Health (FMoH), in collaboration with partners, seeks to strengthen the quality, consistency, and availability of PAC services across all levels of the health system. To achieve this, the Ministry plans to develop an evidence-based PAC Guideline, a standardized Training Package, and a PAC Service Register to ensure accurate data collection, reporting, and continuous quality improvement.

Purpose of the Assignment

To lead in developing comprehensive, context-appropriate, and evidence-based tools, including a PAC Guideline, Training Package, and Service Register, to guide the delivery, training, and monitoring of high-quality, rights-based, and integrated PAC services in Somalia.

Specific Objectives

  1. Review existing PAC-related policies, guidelines, and training materials in Somalia and globally.
  2. Align the PAC guideline with WHO 2023 recommendations and other international guidelines.
  3. Develop a competency-based PAC Training Package for healthcare providers.
  4. Develop a standardized PAC Service Register for facility-level data collection and reporting.
  5. Facilitate a stakeholder validation process to ensure ownership, alignment, and endorsement by the FMoH

Scope of Work: Development of Post-Abortion Care (PAC) Guideline, Training Package, and Service Register

Technical Requirements:

  • Advanced degrees in Medicine, Nursing, Midwifery, Public Health, or Reproductive Health.
  • Minimum 10 years of progressive experience in SRHR, PAC/CAC, or maternal health programs.
  • Proven experience in clinical guideline development, training curriculum design,
  • Excellent communication, facilitation, and technical writing skills in English (knowledge of Somali language is an advantage).
