Consultancy for Strategy Refresh – Ipas Africa Alliance

Background

For over 50 years, Ipas has championed the right to access sexual and reproductive health and rights, with a core focus on abortion care for all, regardless of identity, location, or circumstance. This right is central to achieving gender equality and advancing the health and wellbeing of women, girls, and marginalized groups worldwide. Today, this mission is threatened by converging crises: climate change, political instability, economic downturns, migration pressures, and the coordinated resurgence of anti-rights movements. These realities demand strategic agility, strengthened partnerships, and governance structures that are both resilient and inclusive.

Globally, Ipas has refreshed its strategic framework for 2025–2028 as a global network to integrate lessons from the past three years and to proactively respond to new threats and opportunities. While the mission, vision, brand, and our ecosystem approach remain constant, the refresh deepens our commitment to:

  • Reproductive Justice and Human Rights, with greater emphasis on intersectional priorities such as gender justice, gender-based violence (GBV), climate justice, and SRHR in humanitarian and fragile settings.
  • Person-Centered Approaches, ensuring diverse voices and lived realities shape solutions.
  • Strengthened Planning, Adaptation, and Monitoring, embedding cross-cutting themes in all strategies and programs.

Ipas Africa Alliance Strategy Refresh

Ipas Africa Alliance (Ipas AA) is a member of the Ipas Impact Network (Ipas). Ipas Africa Alliance has a strategic plan for 2023-2028. This Terms of Reference (ToR) is for a strategy refresh to align with the recently completed global Ipas strategy refresh and with the rapidly changing SRHR contexts. The outputs of this consultancy are intended to enable the Alliance’s regional priorities, partnerships, and impact for the next three years, in line with the current strategic frame of 2023-2028.

This consultancy will work with the Ipas Africa Alliance Board and Staff in the development of a refreshed strategic framework (2023–2028) that is evidence-based, Africentric, rights-affirming, and actionable within the East African Context guided by the refreshed global Strategic framework. The framework will focus primarily on effective execution including strategy costing, strategy monitoring and evaluation planning and cultural and structural review to increase the efficiency of strategy and align with local realities and global priorities.

The Ipas Africa Alliance strategy will contextualize these global priorities for East Africa, with a specific emphasis on enabling effective execution. The focus will be on:

  • Operationalizing African-led frameworks and political realities across the sustainable abortion ecosystem.
  • Strengthening the internal culture and structures needed to effectively address donor trends, opposition tactics, and SRHR policy gaps.
  • Integrating cultural and structural enablers for effective execution and impact.
  • Developing a robust costing and monitoring & evaluation framework for the strategy.
  • Aligning global frameworks with grounded, locally driven strategies including leveraging Ipas Africa Alliance’s unique value propositions.

This strategy will guide the Alliance for the next three years, with all members integrating it into operational and strategic plans.
