Introduction/Background
Ipas is a nonprofit organization that works with local, national, and global partners to improve sexual and reproductive health and rights, with a focus on ensuring that high-quality, safe abortion and contraceptive information and services are available, accessible, and acceptable to women and girls.
To advance reproductive justice by expanding access to abortion and contraception, we work with a variety of suppliers around the world. Our procurement team ensures that goods, services, and works are acquired efficiently, cost-effectively, and in compliance with Ipas policies and donor requirements.
Purpose of the Consultancy
The consultant will work as a member of the network procurement team, contributing to enhanced procurement efficiency, strengthened policy alignment and donor compliance, improved cost and risk management, targeted operational procurement support to country offices, and refined procurement planning across the Ipas network.
Proposal Requirements
Interested consultants are invited to review the attached statement of work and submit the following documents through this procurement portal:
- Technical Proposal
The Technical Proposal should include the following:
- A cover letter outlining:
- The consultant’s motivation and interest in the assignment
- Relevant qualifications
- Experience working with procurement in INGOs, donor-funded programs, or the global health sector
- Curriculum Vitae (CV)
A current CV highlighting the consultant’s professional background, procurement experience, technical competencies, and any relevant assignments completed.
- Evidence of demonstrated experience in procurement, donor compliance, and operational support in global or multi-country settings
Note: Shortlisted consultants will be required to submit three references for background checks and copies of their academic and professional qualifications related to this role prior to contracting.
- Financial Proposal
The Financial Proposal must include:
- Proposed professional fees at a daily rate
- Any applicable taxes, fees, or surcharges
- Financial assumptions, including any assumptions on availability, level of effort, or expenses (if applicable).
Note: This consultancy is expected to be conducted remotely; therefore, no travel costs should be included unless otherwise specified.
Evaluation Criteria
Proposals will be evaluated using a Quality and Cost-Based Selection (QCBS) method, based on the following weighted criteria:

Contract Type
- Individual Consultancy Agreement
- Remote-based assignment
- Approximate level of effort: 40 hours/week (8 hours/day) over 6 months (excludes weekends or public holidays in the consultant’s country of residence.
