Enhancing Reproductive Health Services in Climate-Induced Humanitarian Emergencies

Introduction

Ipas is an international non-government organization (INGO) that works to assist the Government of Pakistan in achieving the country’s commitment towards Sustainable Development Goal 3 (good health and wellbeing). It seems to reduce maternal mortality associated with complications due to unsafe practices. We collaborate with the provincial government to provide technical assistance and support for strengthening the public and private healthcare system. We improve the provision of maternal healthcare services based on nationally approved guidelines and recommended technologies such as uterine evacuation and healthy spacing methods. We help to upgrade government-run hospitals and medical facilities by providing need-based equipment, supplies, and training to health care practitioners.

 Background & Project Overview:

Despite contributing only 0.8% of global carbon emissions, Pakistan is among the five most vulnerable countries to climate change. This vulnerability has led to recurrent heatwaves, floods, and droughts, most notably in 2022 when floods exposed a significant gap in the availability of safe post-abortion care (PAC) and family planning (FP) services.

To enhance SRH services for communities affected by climate-induced humanitarian emergencies in Pakistan, Ipas implemented a project titled, Enhancing Access to SRH Services in Climate-Induced Humanitarian Emergencies in Punjab and Sindh. The overall aim of the project: “Diversify pathways for reproductive health care in climate-induced humanitarian crises”.

The 2024 flood situation report highlighted the impacts of continuous monsoon rains in districts like Muzaffargarh, Badin, and Thatta. These floods have caused displacement and widespread damage, further straining the already fragile health systems in these areas. In response, Ipas Pakistan launched this project, establishing mobile health camps in flood-affected areas of Punjab and Sindh to ensure the continuation and enhancement of SRH service delivery. These camps addressed pressing needs such as contraceptive services, post-abortion care, and maternal health, alongside offering psychosocial support, referrals, and gender-based violence (GBV) response mechanisms.

Ipas is seeking an organization or firm to conduct an evaluation for this ongoing project, which began in July 2024. This project has two core objectives, including.

  • Improved access to safe Post Abortion Care and Family Planning services for people in need during humanitarian crises.
  • Building resilient frontline health workers to provide safe RH care during humanitarian crises.

Purpose of the Evaluation

The primary purpose of the mid-evaluation is to assess the effectiveness, relevance, efficiency, sustainability, and impact of the project interventions, which are in accordance with the DAC criteria. The evaluation will also document lessons learned to guide future SRH interventions, documenting beneficiary stories to highlight the most significant changes in the lives of beneficiaries and service providers through project services in humanitarian contexts.

Instructions to Offerors                                                                                      

  1. Offer Deadline: Offers must be received no later than 5:00 PM (local time) on July 31st, 2025, by applying through Ipas Procurement Portal, mentioning office contact details (office address, landline number, and email address, and office/company website if any).
  2. Scope of Work: Section 9 contains the scope of work.
  3. Negotiations: Best-value proposals are requested. It is anticipated that awards will be made solely on the basis of these original proposals; however, Ipas reserves the right to conduct negotiations and/or request clarifications prior to awarding a contract.
  4. Evaluation and Award: The award will be made to a responsible offers whose offer follows the RFP instructions, meets the technical specifications and requirements, and is judged to be the most advantageous in terms of lowest cost.
  5. Terms and Conditions: Issuance of this RFP does not in any way obligate Ipas-Pakistan to award a contract order, nor does it commit Ipas – Pakistan to pay for costs incurred in the preparation and submission of a proposal. Any resultant award or lease will be governed by these terms and conditions.
  6. Partner Eligibility Criteria: Pakistan-based individual consultants and/or groups of consultants/research firms/organizations are eligible to apply. Organizations/groups of consultants will need to submit their registration proof (NTN number, registration certificate) and last 2 years audit reports.
  7. Technical Specifications: The technical application should demonstrate the applicant’s capabilities and expertise with respect to achieving the goals of this proposal. Therefore, it should be specific, complete, and presented concisely. The suggested outline for the technical application is:
